David leads the American Osteopathic Association’s (AOA) public policy and advocacy program, representing the interests of the nation's more than 158,000 osteopathic physicians (DOs) and osteopathic medical students. This includes Congressional and regulatory affairs, state government affairs, grassroots advocacy, and collaboration with external stakeholders. 

 

Prior to joining the AOA in November 2017, David was vice president of federal relations for the American Cancer Society Cancer Action Network (ACS CAN) and led ACS CAN’s efforts to increase federal funding for cancer research and prevention.  Additionally, David served as chairman of One Voice Against Cancer, a coalition that advocates for increased funding for federal cancer programs. David is also a past-president of United for Medical Research. 

 

Before joining ACS CAN, David served as the Deputy Director of the National Cancer Institute (NCI) Office of Government and Congressional Relations.  From February 2006 to February 2007, David was detailed to the House Appropriations Committee.  David joined NCI in the summer of 2003 after serving for two years as a Presidential Management Fellow with the National Institutes of Health.   

 

David has a B.A. in political science from The George Washington University and a J.D. from the Rutgers University School of Law.

Raine Richards, JD, is the Vice President of State and International Affairs for the American Osteopathic Association (AOA). In this role, she oversees the AOA’s international portfolio, as well as US state policy and advocacy initiatives. On the international side, she serves as the Secretariat of the Osteopathic International Alliance, which unites the global profession to advance high-quality osteopathic healthcare worldwide and serves as the official vehicle for the profession within the World Health Organization. She also helps to advance international recognition of US-trained DOs through her role as Secretary of the AOA’s Bureau on International Osteopathic Medicine.

On the state side, Raine serves as the Secretary of the AOA’s Council on State Health Affairs, helping to develop new policies and respond to state legislative and regulatory proposals in conjunction with state and specialty affiliates. As Executive Director of the American Association of Osteopathic Examiners, which represents all DOs on state medical boards, Raine monitors issues affecting state licensure and responds to physician inquiries regarding licensure and discipline.

Raine has been with the AOA for over eight years; prior to that she was an attorney at the Cook County Treasurer’s Office in Chicago, Illinois. She received a JD from the University of Michigan Law School and a BA in Spanish from Emory University.
