Paul Fowler, DO, JD is both a physician and attorney and currently serves as the Chief Risk Officer, US Public Health Service, Department of Health and Human Services based in Washington D.C. Previously he served as Legal-Medicine Officer to the Surgeon General of the Army. He received his Doctor of Jurisprudence with Honors from Drake University Law School and is a graduate of the University of Des Moines College Of Osteopathic Medicine.
Dr. Fowler is Past-President of the American Osteopathic College of Occupational and Preventive Medicine. Dr. Fowler is a Fellow of the American College of Legal Medicine, the American Academy of Family Physicians and the American Osteopathic College of Occupational and Preventive Medicine. He is Board Certified by the American Board of Family Practice, the American Osteopathic Board of Family Practice, the American Board of Forensic Examiners, the American Board of Disability Analysts and the American Osteopathic Board of Preventive Medicine.
Dr. Fowler is a member of the Florida, Illinois, Kentucky and District of Columbia Bars. He was sworn in as a member of the Bar of the United States Supreme Court. He holds licenses to practice both law and osteopathic medicine in the State of Florida.
Darrell E. Lovins, DO started working in hospitals in La Mesa, California in 1971 as an orderly. He then trained as an EMT as was eligible to sit the first ever NREMT exam. He subsequently trained as a deiner and has assisted in nearly 250 autopsies. He received his BA in biochemistry from Bethel College in 1978 and was the first ever student accepted to a DO school from his college. He graduated from the Kirksville College of Osteopathic Medicine, Kirksville, Missouri in 1983 and trained in family medicine at the Naval Hospital, Pensacola, FL. He did a Faculty Development and Research Fellowship at Madigan Army Medical Center, Fort Lewis, WA and earned a Master of Public Health degree at the University of Washington, Seattle, WA in 1992. Dr. Lovins practiced full-scope family medicine in environments ranging from academic medical centers to 19–bed hospitals in rural America. Dr. Lovins considers his best practice location to be the USS Tortuga, LSD 46 when it was underway for a Mediterranean deployment. He retired from the United States Navy in 2005 after twenty-six years of duty. He then pursued an academic career as a professor of medicine and held several administrative positions, including Dean, William Carey University College of Osteopathic Medicine. Dr. Lovins served on the American Osteopathic Association’s Committee and Council for Post-doctoral training for twenty years where he fought AOA injustices toward military DOs. Dr. Lovins has studied and played the great highland bagpipes for over twenty years and competes throughout the southeast. He, with his bride of forty-eight years, retired to the Chattanooga area to be near his children and grandchildren.
Melissa R. Stephens, MD, MS, FAAFP, DABFM graduated with distinction from the University of Missouri – Kansas City School of Medicine in 1998. She then completed family medicine residency training at the University of Kansas Medical in 2001. After residency, she remained on faculty as Assistant Professor in the Department of Family Medicine. She later served as faculty at the Goppert-Trinity Family Medicine Residency Program in Kansas City, Missouri.
Dr. Stephens spent more than a decade in clinical practice caring for underserved patients in rural and urban settings in the Midwest, Pacific Northwest, and Mississippi Gulf Coast. In 2015, she joined William Carey University College of Osteopathic Medicine (WCUCOM) in Hattiesburg, Mississippi as Associate Professor of Clinical Sciences. Dr. Stephens has been awarded the WCUCOM Outstanding Clinical Faculty Award and the AACOM Society of Osteopathic Medical Educators Marguerite Elliott Innovation in Clinical Medical Education Award. She was recognized as the 2023 Evelyn Gandy Women’s Leadership Honoree at the Mississippi Pinnacle Awards.
In August 2023, Dr. Stephens transitioned to a new part-time position at WCUCOM. She currently serves as Associate Dean of Population Health and Professor of Clinical Sciences. She actively leads a number of different initiatives at the medical school including Tar Wars (tobacco-free education program); Child Advocacy Studies Training (CAST); and Choosing Wisely STARS (Students and Trainees Advocating for Resource Stewardship). Dr. Stephens made this transition to be able to accept a position as the Associate Program Director of the EC-HealthNet Family Medicine Residency Program in Meridian, Mississippi. She subsequently was promoted to Program Director in January 2024. Dr. Stephens is excited to lead this community-based residency program, where an emphasis is placed on full-scope rural training. She is actively working with strategic partners to help the residency program launch the first Rural Maternal Health (Family Medicine with Obstetrics) Fellowship in Mississippi.
Dr. Stephens serves on the Mississippi Academy of Family Physicians Foundation Board of Trustees (President); Office of Mississippi Physician Workforce Advisory Board and Executive Committee (Vice Chair); National Board of Osteopathic Medical Examiners National Faculty; Society of Teachers of Family Medicine Medical Education Collaborative Steering Committee; Schools Against Vaping Advisory Council; and Hattiesburg EXCEL by 5 Steering Committee. Dr. Stephens is a Diplomate of the American Board of Family Medicine and a Fellow of the American Academy of Family Physicians.
John K. Smith, PhD is a native of Jackson, MS. He graduated from Boston College in 1994 with a Bachelor of Science in Biology degree. He earned a Ph.D. in Pharmacology and Toxicology from the University of Mississippi Medical Center in 2008. He has published in multiple peer reviewed journals and has been the recipient of several awards including The Charles Randall Research Award and The American Association for Cancer Research Minority Scholar in Cancer Research Award. Dr. Smith completed a postdoctoral fellowship in Thoracic Head and Neck Medical Oncology at The University of Texas M. D. Anderson Cancer Center. His research interests include the role of Janus Kinase (JAK) signaling in tumorigenesis, and insulin-like growth factor receptor involvement in tumor development and progression.
Dr. Smith joined the faculty at William Carey University College of Osteopathic Medicine (WCUCOM) in 2011 as a Professor of Pre-clinical Sciences (Pharmacology). He was awarded Best Science Professor in 2011 and 2012 and co-awarded this same distinction in 2013. In 2022, he accepted the position of Assistant Dean for Student A?airs. He is responsible for the recruitment of eligible applicants and formulating policies directly related to WCUCOM admissions and student services. Dr. Smith lives in Hattiesburg, MS with his wife and child.
Dr. Sam Fillingane, DO is an Associate Professor of Clinical Medicine at William Carey University, College of Osteopathic Medicine, in Hattiesburg, MS. He is a graduate of Kansas City University of Medicine and Biosciences. He is a board-certified Family Practitioner who practiced in Jackson, Mississippi for nearly twenty years before joining the staff of WCUCOM. Dr. Fillingane has been highly interested and involved in cardiovascular risk reduction for many years. He has taught numerous medical courses around the country related to improving our approach to cardiovascular disease issues. Dr. Fillingane hosted the nationally televised program - “Straight To The Heart” - that aired on My Family TV Network, The Retro Network, and The Comcast National TV Network with 52 episodes devoted to help patients better understand cardiovascular disease.
Dr. Dennis C. Rau Jr. serves as Assistant Dean of Osteopathic Integration and Associate Professor of Osteopathic Principles & Practice at the Idaho College of Osteopathic Medicine.
Dr. Rau received his Bachelor of Science (B.S.) degree in Physical Therapy from the University of New England in Biddeford ME in 1998. He later earned his Doctor of Osteopathic Medicine (D.O.) degree from the Kentucky College of Osteopathic Medicine in Pikeville, KY in 2008. In 2009 he completed his general rotating internship at Florida Hospital East in Orlando FL and completed his Neuromuscular Medicine (NMM/OMM) residency at St. Barnabas Hospital in NY.

An AOA board-certified osteopathic obstetrician and gynecological surgeon, Teresa A. Hubka, DO, serves as medical director of Comprehensive Wellness Care, a private medical practice in Chicago. She is affiliated with Presence Resurrection Medical Center, Mercy Hospital and Medical Center, and Swedish Covenant Hospital, which are also in Chicago. She is also a clinical professor and chair of the Department of Obstetrics and Gynecology at the Midwestern University/Chicago College of Osteopathic Medicine in Downers Grove, Ill, and is the obstetrics and gynecology residency program director Presence Resurrection Medical Center. In addition to serving as the chair of the AOA’s Council on Women’s Health Issues, Dr. Hubka is a former president of the American College of Osteopathic Obstetricians and Gynecologists, the Illinois Osteopathic Medical Society and the American Osteopathic Foundation. She is also a member of the American Congress of Obstetricians and Gynecologists. In 2011, Dr. Hubka was named as a “Top Doctor” in Women’s Health by Chicago magazine. Dr. Hubka earned her osteopathic medical degree from the Des Moines (Iowa) University-College of Osteopathic Medicine. Kathleen S. Creason, MBA is the Executive Director of the American Osteopathic Information Association. Previously, she served as CEO of Well Physician California in 2018-2019 and prior to that, as Executive Director of the Osteopathic Physicians & Surgeons of California for 15 years. She is a past president of the Association of Osteopathic State Executive Directors. She was the 2009 recipient of the Bob E. Jones national osteopathic Executive Director award. Ms. Creason obtained a Master of Business Administration degree from CSU Sacramento and a BA degree in Communication Studies and Public Relations from the State University of New York at Geneseo.
James M. Mitchell DO, FACOEP was born in Biloxi, MS. He received at BA from Baylor University and his DO degree from the Texas College of Osteopathic Medicine in 1983. He practiced emergency medicine for 25 years in Mississippi, Tennessee, and Oklahoma. After leaving the ER he practiced wound care and hyperbaric medicine for 2 years before moving to Texas and working at the VA in Waco. He currently is on the faculty at William Carey University College of Osteopathic Medicine as an Assistant Professor of Clinical Sciences in the Department of Family Medicine. In addition to his faculty position he has a part- time addiction medicine practice in Gulfport, MS.
He has 4 children scattered across the country and 6 grandchildren. His hobbies including fishing and boating, reading, and snow skiing. In addition, he has gotten involved in competing in triathlons and is training to run his first marathon. He is very involved in medical missions and currently takes Carey medical students on medical mission trips to the Dominican Republic and Haiti through Mission of Hope.
Ajay Sharma DO, is Board Certified in Osteopathic Emergency Medicine and Medical Acupuncture from the Helms Medical Institute. Dr. Sharma conducted his Emergency Medicine Residency at Michigan State University, Pontiac Osteopathic Hospital, Pontiac, MI. Dr. Sharma’s academic appointments include OMT and Acupuncture education. He has taught, lectured, worked at the Chicago College of Osteopathic Medicine, Illinois Osteopathic Medical Society, Helms Medical Institute, and the Richard Feely DO, FAAO Center for Osteopathic and Optimal Health.

J. Mark Bailey, DO, PhD is a native Mississippian who attended Millsaps College as an undergraduate and the University of MS Medical Center for his PhD in Anatomy. He attended the College of Osteopathic Medicine of the Pacific in Pomona California and afterwards relocated to Birmingham Alabama for internship and residency. Dr. Bailey was in private practice for 13 years and is now Professor of Neurology and Anesthesiology at the University of Alabama at Birmingham (UAB). He is board certified in both Neurology and Pain. Dr. Bailey is a past president of the Alabama Osteopathic Medical Association. He is President-elect and a fellow of the American College of Osteopathic Neurologists and Psychiatrists. Dr. Bailey participated in the creation of the Osteopathic Pain Medicine Boards and serves as the AOA advisor to the AMA CPT committee. He is the AOA representative to the Federation of State Medical Boards Opioid Task Force as well as the American Academy of Neurology representative to the AMA Opioid Task Force.
Rosalyn Schneider is a 2017 graduate of Ohio University Heritage College of Osteopathic Medicine. She completed her Traditional Rotating Internship in Michigan at Henry Ford Allegiance Health and her Osteopathic Neuromusculoskeletal Residency in West Virginia at Greenbrier Valley Regional Medical Center and West Virginia School of Osteopathic Medicine. After residency, she spent a year teaching as adjunct faculty at University of New England College of Osteopathic Medicine and working as a consulting physician doing OMM in the hospital at Maine Medical Center in Portland, Maine. She is currently in her second year teaching as full-time faculty in the OMM department at William Carey University College of Osteopathic Medicine.
Dr. (Maj) Ryan Anderson, DO is an emergency medicine physician in Biloxi, MS. He is a Major in the U.S. Air Force, stationed at Keesler Air Force Base where he serves as flight commander and lead physician of the emergency department. He also works part time at Singing River Gulfport and Highland Community Hospital to help serve the local community. He was recently named Director of Ultrasound at William Carey University College of Osteopathic Medicine and has developed a revolutionary ultrasound credentialing platform for all graduating medical students. He is also Founder and CEO of Conquering The Boards which offers personalized study schedules for medical students to help them successfully navigate studying for their licensing exams while still balancing their core curriculum. He is a local resident of Biloxi, MS, is happily married to his wife, Alli, who is an ER nurse, and has three children - Arya (4), Adam (2), and Ella (1 month).
Tiffany Worthington, DO received a Doctor of Osteopathic Medicine degree from the University of Pikeville, Kentucky College of Osteopathic Medicine (UP-KYCOM) in May 2006. She has a special interest in Osteopathic Manipulative Medicine (OMM) and participated in a one-year scholars program in the Osteopathic Principles and Practices department during her time at UP-KYCOM. She received her Internship/Residency training in Family Practice-OMT through Ohio University Heritage College of Osteopathic Medicine at Firelands Regional Medical Center in Sandusky, OH, in 2009. She has always had a heart for rural primary care and was in private practice in Wiggins, MS, until December of 2017. She also served as an ambassador for the National Health Service Corps (2012-2015). In January of 2018, she joined the faculty at William Carey University College of Osteopathic Medicine and currently serves as the Associate Dean of Clinical Sciences. She serves on the executive board of the Mississippi Osteopathic Medical Association (MOMA) and has been an advocate for the osteopathic medical profession both in the state and regionally.
J. Anthony Cloy, MD, earned his medical degree from the University of Mississippi School of Medicine in 1991 and completed a Family Medicine residency there in 1994. After seven years of traditional practice, he returned as faculty in the Family Medicine Department at UMMC in 2001 where he rose to the rank of Associate Professor. While at UMMC, he participated in the organization's Opioid Task Force and Controlled Substance education series. Dr. Cloy is a diplomate of the American Board of Family Medicine and is a member of AAFP, STFM, AMA, and ASAM. He is past president and secretary of the Mississippi Society of Addiction Medicine and has served on the planning committee for the Mississippi Addictions Conference. As a member of the Mississippi Physician Health Committee, he served as chair prior to his appointment as Mississippi Physician Health Program Medical Director in 2021.
Dr. Foluso Fakorede was born and raised in Nigeria and immigrated to America as a young teenager. He obtained a Bachelor of Arts in Biology and a minor in Economics from Rutgers University. He received his M.D. degree from the UMDNJ-Robert Wood Johnson Medical School in Camden, New Jersey, performed his internship and residency in Internal Medicine at New York Presbyterian Weill Cornell Hospital, and returned to New Jersey to complete Cardiology fellowship, Interventional Cardiology, and Endovascular intervention at Cooper University Hospital- Camden, New Jersey. During his fellowship, Dr. Fakorede was honored with the distinction of Chief Cardiology Fellow. He specializes in preventative cardiovascular management, women’s heart health, and catheter-based procedural focus in Coronary Atherosclerosis Disease (CAD) and Peripheral Atherosclerosis Disease (PAD). In 2015, Dr. Fakorede moved to the Mississippi Delta and started Cardiovascular Solutions of Central Mississippi with a mission to educate and provide access to quality health care for all. He has become a national voice in the fight against the impact of health disparity in undeserved communities. As the Co-chair of the Association of Black Cardiologists’ and PAD initiative, Dr. Fakorede has been at the helm of working with Congressional lawmakers to establish the first-ever bipartisan PAD caucus whose mission is to support legislative bills to stop the virulent practices of preventable amputations and to educate communities about legislative activities aimed to improve PAD research, education, and treatment. In 2018, as part of a congressional delegation, Dr. Fakorede testified on Capitol Hill in Washington D.C., regarding the epidemic of peripheral arterial disease and spearheading a “sprint to zero amputation campaign” with policy actions proposed to stop unnecessary amputations. Dr. Fakorede traveled to Cuba in October 2018, as part of the Congressional Delegation (CODEL) to discuss the impact of diabetes management on the peripheral arterial disease pandemic. Dr. Fakorede has established partnerships with lawmakers, community, industry, university, and faith-based stakeholders to facilitate cardiovascular education, promote nutrition coaching, highlight social determinants of health, improve access to quality care, and engender trust in underserved communities. These preventative initiatives, aggressive screening adaptations, and quality intervention strategies have led Dr. Fakorede to decrease amputation rates by 88% over a 3-year period in his site of service in the Mississippi Delta.
Victoria Ross, DO, is a native of Paducah, Kentucky. She attended Harding University in Searcy, AR and is a 2019 graduate of William Carey University College of Osteopathic Medicine (WCUCOM), where she served as Class President for 2 years as well as chair of the welcoming committee. She was also the recipient of the “Dean’s Award” for the WCUCOM Graduating Class of 2019. Dr. Ross completed her post-doctoral training in Emergency Medicine at the University of Mississippi Medical Center (UMMC) in Jackson, MS in June of 2022. There she served as the resident chair of the Women in Emergency Medicine group. She is now an attending Emergency Medicine Physician at Merit Health – River Oaks in Flowood, MS. She served as the resident representative on the Mississippi Osteopathic Medical Association (MOMA) and Board of Directors for three years, and she is the current chair of the Member Value Task Force for MOMA. Dr. Ross and her husband, Nathan, live in Brandon, MS with their two puppies, Joanie and Freya.
Teresa Camp-Rogers, MD is an emergency medicine physician and a Chief Quality Officer at South Central Regional Medical Center in Laurel, MS. She also works for the Office of Mississippi Physician Workforce (OMPW), expanding scholarly activity at residency programs around the state of MS. Dr. Camp-Rogers earned her medical degree from the University of Virginia in Charlottesville, VA. She complete her residnecy in Emergency Medicine, fellowship in cardiac arrest and resuscitation, and a masters in biostatistics in Virginia Commonweatlh University in Richmond, VA. She has published on systems of care, cardiac arrest, and leadership in emergencies. She is married to a DO emergency physician and has two children.
Dr. Randolph Ross, MD specialized in urology in Hattiesburg, MS and has over 48 years of experience in the field of medicine. He graduated from Tulane University School Of Medicine with his medical degree in 1975. He is affiliated with numerous hospitals in Mississippi, including Forrest General Hospital. Dr. Randolph Ross is licensed to practice by the state board in Mississippi. He is currently retired.
Stephen Johnson, D.O. graduated from Des Moines University College of Osteopathic Medicine and Surgery in 1985. He performed a General rotating Internship at Normandy Osteopathic Hospital in St. Louis, MO. He then went on to do an Internal Medicine Residency at Kenady Memorial Hospital in Stratford, New Jersey. Dr. Johnson also completed a Gastroenterology fellowship at Kenady Memorial Hospital. Dr. Johnson is Board Certified in Internal Medicine and Gastroenterology by the AOBIM. After completing his training, he began practicing Gastroenterology in Laurel, MS in the summer of 1992. He performed all endoscopic procedures including EGD, Colonoscopy and ERCP. He has been active in the South Mississippi Medical Association. He was South Mississippi medical president in 2007. Dr. Johnson has been active in the Mississippi Osteopathic Medical Association throughout his career. He served in many capacities while a member of MOMA, including President of MOMA 2011-2013, and has continued being active in MOMA. Dr. Johnson was elected to be a Fellow of the American College of Osteopathic Internal Medicine in 2009. Dr. Johnson retired from clinical practice after 30 years in 2022. Dr. Johnson is married to his wife Rhonda and has four adult children and 8 grandchildren. He continues to live in Laurel, MS.
