william carnett


Regional Medical Director for Health Net of Oregon, the largest Medicare Advantage health plan in Oregon. Current responsibilities are focused on providing personal interface with the Oregon medical community as well as providing supervision and direction for the company’s clinical quality programs and health policy in Oregon and Washington.

Prior to joining Health Net, Dr. Carnett spent over five years at Salem Hospital/Willamette Health Partners as medical director for their Primary Care Program, including family medicine and urgent care.

Prior to moving to Oregon in 2006, Dr. Carnett was the Chief Operating Officer of a community hospital in south eastern Arizona, as well as medical director and practicing physician in a multi-specialty medical group, also in Southern Arizona.

After two years with the U.S. Public Health Service, Dr. Carnett spent approximately fifteen (15 ) years practicing family medicine in Hilo, Hawaii. In 1995, Dr. Carnett entered medical management as the medical director of a 300 bed community hospital, Director of Clinical Development and interim CEO of the same hospital in Hawaii. In 1997 he became the Vice President for Medical Affairs of a twelve hospital system, responsible for clinical quality, new program and business plan development and overall performance improvement for the system.

Currently Dr. Carnett serves on the Board of Directors of the Oregon Patient Safety Commission.
